  17. <p>    Is Houston lawyer Arthur Dula a dreamy eccentric, or a
  18. cosmic entrepreneur? For nearly three years he has toiled with
  19. little success to find U.S. customers for the Soviet Union's
  20. space program. Undaunted, Dula scored a coup in June when the
  21. Soviet space agency named him its exclusive American business
  22. partner. The attorney now hawks everything from advertising
  23. space on Soviet rockets to tours of launching pads.
  24. </p>
  25. <p>    Dula's nemesis has been the U.S. Government, which refuses
  26. to let American firms launch satellites on Soviet rockets.
  27. Washington insists that such a practice would violate laws
  28. against the transfer of advanced technology. But Dula is
  29. pressing the Administration for a license to place a U.S.
  30. communications satellite aboard a Soviet Proton rocket. His
  31. perseverance is understandable. The Soviets would probably
  32. charge more than $50 million for a launch; Dula's company, Space
  33. Commerce, would pocket half the profit.
